What is Train-to-Hire?
Train-to-Hire is a market-oriented model designed to expand complementary labour pathways for refugees and displaced individuals. It connects job readiness and training programs with skilled migration opportunities by:
- Identifying refugees and displaced persons with relevant skills
- Providing tailored training aligned to employer needs
- Matching candidates to sectors experiencing genuine labour shortages
Why Malaysia?
Following feasibility analysis, Malaysia was selected as the pilot source country. As of October 2025, Malaysia hosts approximately 211,000 UNHCR registered refugees and asylum seekers, with diverse skills and experiences that can assist with filling labour shortages abroad.
Next steps
IOM is conducting sectoral consultations and analysis to identify specific labour-market needs and existing training institutions and providers. The consultations will gather insights from employers and skills providers to inform the pilot design; and facilitate effective ongoing engagement throughout the pilot program.
The Train to Hire Framework in Asia Pacific also promotes collaboration between governments, international partners and employers to create scalable, sustainable models across Asia-Pacific and globally.
