What is Refugee Labour Mobility?

Refugee labour mobility enables access to labour migration pathways for refugees and displaced persons while preserving their protection in a third country where their international protection needs are met.

Refugee labour mobility provides opportunities for refugees to use their skills, background, experience and credentials, enabling them to take ownership of their lives, to materialise their potential and build their future through their skills and aspirations. For employers, complementary labour mobility pathways allow to bridge employment market gaps and attract talent that brings in resilience, diversity and skills.

Refugee Labour Mobility provides wins for all: for the refugees who secure a durable outcome on the basis of their talent rather than their vulnerability; for the country of destination that addresses gaps in its labour market; for the country of asylum through a reduction in the number of refugees in need of support, and the potential for remittance flows to those who remain; and for other more vulnerable refugees by freeing up spaces in other resettlement programs.
